Module 1 - Elections, Propaganda and Campaign
- The Portuguese electoral system: key issues. Electoral administration.
- Fundamental principles on electoral matters: Equal opportunities, neutrality and impartiality of public entities, among others. Application to propaganda and campaign.
- Recent legislative changes in electoral matters.
- Right of propaganda and electoral campaign. The electoral campaign period: specifics. Advertising, commercial advertising and institutional advertising. In particular: implications for public entities.
- Right of assembly and demonstration: demonstrations, rallies, among others: framework, implementation, and implications - applications, local authorities and other entities.

Module 2 - Means of Propagation and Public Entities
- Display and removal of advertising, use of public spaces: legal framework and regulatory power of local authorities. Implications for public administration and other entities.
- Institutional Advertising: legal framework and practical application.
In particular: implications for public entities.
- The use of social networks as a means of propaganda and during the campaign: key issues. Specific proposals: the day before and the day of the election, among others.
- Right to vote and accessibility; accompanied voting - in particular, the role of table members and delegates
